Job Purpose

Direct the financial and financing strategy, manage, and implement the financial management system and policies, and internal financial controls to support Organizational growth and sustainability. Anticipate and control financial risk and maximize resources to achieve current and future business objectives. Maintain the integrity and transparency of financial management in accordance with ethical standards and financial accountability frameworks.

Principal Duties

1. Develop an effective financial management framework, including appropriate strategies, policies, processes, and procedures for finance operations, and monitoring business performance to ensure business sustainability in line with the overall ARIPO strategy.  

2. Conduct financial forecasting, and analysis to facilitate operational and strategic decision making and exploitation of business growth opportunities in terms of the Organization’s Intellectual Property Protocols.  

3. Apply quantitative and qualitative data-driven analysis of the Organization’s business model to build custom financial models to inform strategic decision making and guide the organization into the future.

4. Develop and execute strategies and policies in project financing, fundraising, and resource mobilization to support the growth and sustainability pillar of the Organization. 

5. Acquire adequate project finance to execute planned and approved ARIPO projects.

6. Ensure optimum mix of organisational financing structure between debt and equity to ensure ARIPO is rightly geared in line with laid out plans. 

7. Ensure proper maintenance of all accounting systems and functions in line with International Public Sector Accounting Standards (IPSAS).  

8. Ensure timeliness, accuracy, and usefulness of financial and management reporting and oversee the preparation and communication of annual financial statements. 

9. Drive the Organization’s annual program planning, implementation, monitoring and evaluation and budgeting cycle.

10. Consolidate program and budget performance reports for presentation to executives on a quarterly basis.  

11. Provide strategic advice, counsel, and direction to management on all financial matters, highlighting any areas of vulnerability and oversee the development and implementation of corrective measures to mitigate those vulnerabilities.

12. Ensure compliance with all relevant financial regulations, staff rules, accounting policies, procurement procedures, asset disposable policy, laws, and legislations, etc.

13. Ensure compliance with guidance and recommendations of the Governing Bodies of the Organization, internal and external auditors/risk consultants.

14. Ensure application of adequate internal controls in the management of ARIPO’s finances and assets to avoid financial leakages.

15. Manage the acquisition of assets and procurement of goods and services, as well as amortization, and disposal.  

16. Build and manage a high performing team by providing leadership, and effective utilization of the Balanced Scorecard Performance Management System ensuring that aligned KPIs are in place for the achievement of directorate goals. 

17. Cascade the directorate scorecard into executable deliverables for all positions within the directorate and oversee periodic reporting for incorporation into ARIPO performance report. 



Qualification and Experience

Master’s Degree in Accounting/Finance. 

Bachelor’s Degree in Accounting/Finance.

Full professional accounting qualification i.e., any of CA, ACCA, and CIMA. 

10 years’ finance management experience, 7 years of which must be at senior management level.

A Master’s Degree in Business Administration is an added advantage. 


Competencies and Skills required

Solid knowledge of financial planning, forecasting, and reporting 

Subject Matter Expertise in capital project planning, resource mobilisation and fund raising. 

Thought Leader in financial strategy, corporate governance, and change management.

Adept in risk analysis and compliance, and internal controls

Mastery in business performance data and analytics

Practical experience in International Accounting standards including IPSAS. 

Financial Systems Knowledge (SAP, Sage or equivalent)

Ability to collaborate with a highly diverse teams, and internal and external stakeholders. 

Demonstrated ability to exercise sound judgment and make significant decisions and recommendations on resource allocation and utilisation. 

Outstanding communication and interpersonal skills, with excellent negotiation skills.


Conditions Of Employment

Salary and allowances on first appointment shall be those applicable to Grade D1 Step 1 of the ARIPO salary scales of the professional category.

Base Salary:  US$71,545 per annum.

Post Adjustment Allowance: 50.8% of base salary (This depends on the rise and fall in value of the United States dollar). 

Dependency Allowances: US$1,800 per year for a dependent child. Maximum number of children three (3).

Other benefits include

Payment of travel and removal expenses; 

Once-off installation grant;

Education grant of US$9,000 per year for each eligible dependent child up to a maximum of three children; 

Housing allowance;

Contributory medical aid scheme;

30 days annual leave; and

Paid home leave every two years.  

Medical examination:  The appointment is subject to a satisfactory United Nations type medical examination to be conducted by an ARIPO nominated medical practitioner.
